Filner Protests Blackwater Development
in South County
 
On Friday, April 25th, 2008, Congressman Bob Filner will host a rally and press conference announcing his opposition to Blackwater Worldwide's proposed training facility in Otay Mesa. Joining the Congressman will be: Councilmember Ben Hueso, District 8; Council President Scott Peters, District 1; Carol Jahnkow, Peace Resource Center ; Raymond Lutz, Citizens' Oversight Projects; and Jeanette Hartman, Sierra Club.
 
"Residents of San Diego County rejected Blackwater's proposed mercenary training facility in Potrero, and I cannot imagine that San Diegans will feel any differently about Otay Mesa," said Congressman Filner. "The use of civilian-defense contractors is irresponsible, and should be stopped immediately. Not only are they unaccountable to the Military, the State Department and Congress; they are civilians serving in combat and combat-training. Many have been wounded or have wounded others, and yet, they are not veterans; there is no safety net when they come home. It is criminal to ask civilian men and women to perform the role of the military when they lack the support necessary to return to their civilian lives. The paramilitary-style training conducted at these facilities has no place in our backyards!"
 
Councilmember Ben Hueso added, "Military training belongs on a military base in a facility that is secure and not within an urbanized area. The political strain on the border debate caused by the presence of Blackwater USA will cause more of a detriment to our economy and our national security than the employment benefits they claim to provide. It is also unclear at what level or federal, state and local laws apply to the activities of Blackwater USA , or whether they will respect the delicate fabric of our border environment. Diplomatic ties with Mexico and resolving important issues of border security, border development and immigration have never been more critical to the welfare of San Diego and Tijuana ."
 
Senator Denise Moreno Ducheny, California Senate District 40, pointed out, "There were environmental issues when Blackwater tried to locate in Potrero and now they want to site a facility in an industrial area within the footprint of the proposed cross-border terminal. Given the controversial nature of this corporation, residents and stakeholders in Otay Mesa should have been informed of a proposed training facility for mercenaries near their community. Their views on this matter need to be taken into account whether this facility is compatible to Otay Mesa's residents and businesses."
 
Blackwater recently announced that they plan to open an indoor training center in Otay Mesa to train Navy personnel. Blackwater will operate a 61,600-square-foot building, including an enclosed shooting range, in a business park on Siempre Viva Road , just south of Brown Field. The building has been permitted for use as a vocational trade school.

SAN DIEGO -- Military security contractor Blackwater Worldwide is not giving up on a training facility in San Diego County, according to company officials.

The company is planning to open an indoor facility in Otay Mesa. It would be housed in a 61,600-square-foot building on Siempre Viva Road, just south of Brown Field. On March 7, company project manager Brian Bonfiglio said in a letter that the site in Potrero no longer met Blackwater's business needs.
Voters in Potrero recalled all five members of a planning board who approved a plan to build a security training camp. Bonfiglio said that active local opposition to the project didn't play a role in its cancellation.
The company had come under congressional scrutiny after the shootings of 17 civilians in Baghdad by contract guards in September. FBI investigators and Justice Department attorneys were in Iraq at the end of February to re-examine evidence from the Sept. 16 shooting and determine whether charges might be brought in U.S. courts.
According to the Union Tribune, Kelly Broughton, director of the city of San Diego's development services department, said Blackwater applied for a permit in February to make improvements to the building. The permit was approved March 19.

The Biotech Industrial Organization is conducting its annual conference in downtown San Diego from June 17-20.
 
The biotechnology industry brings up many issues in our community and the international community.

 While they spend millions in public relations to convince the world they will put an end to hunger and cure all illness,
they are developing genetically modified products that will demolish any hope left for communities to become self-sustaining.
 
The GM food safety debate has been going on for over a decade in America and it has been unlabeled in our diets the whole time. This unnatural modification of our food is a major threat, but the bio industry is also profiting from war through development of bio weapons, claiming human hormones as
intellectual property, devastating ecosystems with gm animals, creating a situation where organism resistance to gm pharmaceutics and gm pesticides could evolve organisms that our natural immune systems and organic plants can not battle, and distorting nature to fulfill human needs instead of working with the environment in tranquility.

Every year, in every city the BIO holds its conference they are met with opposition in the streets. This year they have chosen San Diego to escape the massive protests that follow them. The activist community here may not be as strong as in other large urban communities, but if we can build a decentralized coalition between the many political, student and community groups in San Diego county we can let the BIO know that
their manipulation of life and its negative effect on the safety and health of the people and environment is just as unwelcome here as it is anywhere else.

Filmmakers Screen Documentary Aimed at State's Three Strikes Law

FILMMAKERS SCREEN DOCUMENTARY AIMED AT STATE'S THREE STRIKES LAW
25 to Life Tells Stories of Loss Compounded by Archaic Justice Policy
 
Newport Beach,CA--CSU Film School Grads Deloss Pickett and Michael Dallum are having the Southern California premiere of their first feature-length film, 25 to Life, at this year's Newport Beach Film Festival. The film analyzes California's most controversial sentencing law and its contribution to the rising national prison population, currently at 2,000,000 people.
 
According to the filmmakers, shooting the documentary was, at times, dangerous. They entered five state penitentiaries, including one women's facility, to interview several inmates. Those interviewed are serving 25-to-life sentences for nonviolent felonies.

Influential policy makers such as Former Governors Pete Wilson and Gray Davis, San Diego County DA Bonnie Dumanis, Congressman Dan Lungren and, author of the "Three Strikes and You're Out" law, Mike Reynolds make appearances in the film. The duo also interviewed several policy experts such as Prof. Frank Zimring of U.C. Berkeley, Erwin Chemerinsky of Duke University, Vincent Schiraldi of the Department of Youth Rehabilitation Services and Jason Zeidenberg of the Justice Policy Institute, in Washington D.C.
 
Overall, Pickett and Dallum spent two years interviewing everyone from politicians and experts to crime victims and inmates' deteriorating families. The resulting battle of ideals is still shaping California's justice system, with many social repercussions.
"It's very emotional interviewing families who had to deal with this law," says Pickett.
In regards to their motivation, Dallum said, "We want to just make movies that tell great stories and touch people emotionally".

Artist-Museum Partnership Act

As a visual artists, I am often approached to donate artwork for charitable organizations and causes. With the current laws in place, as an artist I receive very little monetary benefit from making a donation, as I can only deduct the cost of my supplies. When I received word that there a bill for action that would allow artists to deduct the full market value of an artwork when it was donated, I took notice.

This proposal would allow artists to claim a deduction for the full value of certain donated works when donated to museums and other non-profit organizations.

Prison Population Reduction

California's leaders are faced with the job of under-funding the state's already struggling schools and cutting services to the poor because of a chronic budget shortfall, exacerbated by the weak economy. But on the bright side, we stand to get a whole bunch of gleaming new prison buildings.

The federal receiver in charge of the state's prison healthcare system has requested $7 billion to pay for seven new facilities for chronically sick or mentally ill inmates. The Legislature will have little choice but to go along because the receiver, J. Clark Kelso, is backed by the power of the federal bench, which can order the state to spend the money. This comes at a time when the shortfall has been projected at up to $16.5 billion, though it has since been reduced through borrowing and budget cuts.

Lawmakers are crying foul about the added burden on the budget, even though they have no one but themselves to blame. A prison crisis that combines overcrowding, a negligent healthcare program and a crumbling juvenile justice system has been worseningfor three decades, during which time dozens of studies have chronicled the problems and pointed the way to solving them. The reports are now gathering dust on a shelf somewhere, ignored by lawmakers. Indeed, legislators and the electorate have decisively made matters worse by approving get-tough-on-crime initiatives that further cram prisons and do nothing to address conditions inside.

One of the latest studies, released in January 2007 by the independent state oversight agency known as the Little Hoover Commission, is a model of the form. It practically shrieked at lawmakers to implement the needed reforms, which include creating an independent sentencing commission that could lengthen terms for the most dangerous criminals while creating community-based options for nonviolent offenders, reinventing the state's disastrously inefficient parole system and expanding prison-based drug rehabilitation and job-training programs.

A year later, the Legislature has acted on none of those recommendations. Its sole accomplishment on corrections was to approve $7.9 billion in new prison and jail construction. Kelso's order demonstrates the inadequacy of this strategy: His call for $7 billion in bonds comes on top of what the Legislature has approved, and all this construction still may not satisfy a separate three-judge panel that is considering the overcrowding crisis and could order further spending. We simply cannot build our way out of this problem, especially because all these new facilities will add crushing operational expenses to future state budgets.
The only solution is to cut the prison population by implementing reforms such as those suggested by the Little Hoover Commission. And lawmakers might want to get on with it before they get hit with another whopping bill from the federal justice system. Delay and inaction have gotten us to this point; only the courage to act on these proposals will get us out.

More recently, Mukasey appointed a lawyer to Jose Padilla, a U.S. citizen who was arrested in 2002 on a supposed mission to detonate a "dirty bomb."
