[SDCPJ] Rest in Peace Rocky Neptun 10/11/47-12/7/13
Dear Friends,
It is with great sadness that I write to let you know that one of our peace, and social justice community members, Lyle "Rocky" Neptun was murdered in his home in Tijuana on December 7th. I am told that there is a suspect in custody.
A funeral Mass was held this morning, but there was not time to get the word out as most of us only learned about this yesterday. Friends of Rocky's in the community are discussing holding a Celebration of Life in January. We will let you know the details when the plans are firm.
Rocky was involved throughout the years with a number of organizations and causes, including the San Diego Quaker Meeting, Peace Resource Center, the Housing Coalition, Activist San Diego, the Green Party, homeless issues, gay rights issues and more. He was also a journalist/writer with strong opinions on these issues. This is truly a loss to his family and friends, as well as our community. Even if you did not personally know Rocky, he was out there fighting for you and your rights.
The violent death of a friend and comrade is particularly difficult to comprehend, but it does call to us to renew our efforts for a peaceful, nonviolent and just world which is what Rocky wanted and for which he worked and dedicated his life.
His ashes will be spread in the ocean of his beloved Rosarito Beach. He asked that who wished to donate in his memory do so to the Humane Society or to perform one hour of community service.

Palestinian refugees have become the forgotten survivors of the world. Their experiences in exile have been deliberately ignored and their voices repeatedly silenced over the course of a forced and ongoing odyssey that started over 65 years ago. The majority of the refugees exist, unseen and unheard, in the margins of marginalized communities.
Portraits of Denial & Desire, is a multi-disciplinary art project that preserves and presents the stories of three generations of indigenous Palestinians who were displaced from their homeland in an ongoing cultural genocide that began 65 years ago.
The project highlights complex and compelling individuals whose personal stories address massive and ongoing human rights violations, cycles of violent political manipulations, patterns of self-defeating strategies, as well as inspiring narratives of resilience and resistance. Those experiences, along with many others, represent the dynamic tensions between the oppressive political denial and the liberating personal desires that have defined the lives of Palestinian refugees since the beginning of their expulsion in 1948. The recorded narratives, photographs, drawings and documentary film being produced for the project, highlight the seldom-heard stories of generations of Palestinian refugees and uncover parts of their experiences in the aftermath of displacement.
John Halaka is a visual artist, documentary filmmaker and professor of Visual Arts at the University of San Diego. Drawings from his series Landscapes of Desire are currently on view in a solo exhibit at the Arab-American National Museum, in Dearborn Michigan, through January 2014. Over the past several years Taxi Workers have come together to address poverty wages, unsafe working conditions, and retaliation. This week, the Metropolitan Transit System (MTS) will decide whether or not to enter into negotiations with the City of San Diego for a long-term contract. Taxi Workers are asking MTS to allow additional time for a city-approved consultant to explore how the City may resume administration of the taxi industry and oversee working conditions and wages BEFORE they enter into negotiations. Join Taxi Workers as we ask the MTS to vote NO on negotiating a long-term contract.

San Diegans call on URJ members to speak out against Netanyahu when he addresses their convention
Wednesday December 11, 2013.
San Diego -- On Wednesday December 11, 2013, thousands of members of the largest branch of Judaism in the U.S. will gather in San Diego for the 2013 Union for Reform Judaism (URJ) Biennial. We, a coalition of organizations in San Diego working for justice and peace in the Middle East, were dismayed to learn that Benjamin Netanyahu had been invited to become the first sitting Israeli Prime Minister to address the gathering.
Over the past few years, the Israeli parliament (Knesset) has passed numerous discriminatory laws, culminating in the approval of the Prawer Plan on June 24, 2013. The Plan will result in the destruction of more than 35 Palestinian Bedouin villages in Al-Naqab and the forced expulsion and confinement of more than 70,000 Palestinian Bedouins. Their only crime is living on their ancestral lands, which the Israeli government intends to repopulate with Jews. Just this past June, the Religious Action Center (RAC) spoke out and joined over 750 rabbis, numerous human rights groups, and Bedouin communities in asking Netanyahu to stop the Prawer Plan.
Recent news reports suggest that the current version of the plan may be scrapped, but all indications are that forced removal of Bedouins from their homes will not only continue, but intensify. Further, Bedouin communities remain without basic services like water and electricity, while Jewish villages and towns in the area enjoy full access to public services.
The forced removal of Palestinian Bedouins would be the largest Israeli land grab since the creation of Israel in 1948, when more than 750,000 Palestinians were ethnically cleansed. Sadly, it is in line with decades-long Apartheid policies that include the imposition of a brutal military occupation in the West Bank and Gaza, treating Palestinians in Israel as second-class citizens and denying millions of Palestinian refugees the right to return to their homes.
Netanyahu's government, arguably the most racist in Israeli history with members who openly advocate the expulsion of the indigenous Palestinian population, has continued the massive expansion of illegal Israeli colonial settlements in the West Bank and the continued siege of the Gaza Strip. Netanyahu has also been the principal advocate internationally for war on Iran.
We call on members of the URJ to take a stand against Apartheid, racism and oppression when Netanyahu speaks. We ask participants in the convention not to celebrate the very kinds of discrimination and oppression that URJ members have fought against in the past.

DEFEND AL-AWDA-NY: Defend the Right to Defend Palestine
Al-Awda-NY, the Palestine Right to Return Coalition, active in the struggle for justice since 2000, both within the Palestinian community and broader social movements, today faces a new threat that endangers not only Al-Awda but all social justice activists and protest organizers in New York City and beyond.
A civil lawsuit has been filed that seeks to hold Al-Awda liable for the injuries sustained by a man shouting racist slurs , who attacked a group of teen Muslim girls, when a man defending those girls protected himself – after, and blocks away from an Al-Awda-NY rally in January 2011. While no Al-Awda members or organizers were involved, the lawsuit claims that Al-Awda should be held liable because the girls and the man who defended them had earlier attended a mass protest. This suit poses a threat to all organizers – particularly communities of color already targeted for mass criminalization.
For over 13 years, Al-Awda NY has provided youth, cultural, and know your rights trainings, and has organizedconferences, international delegations, humanitarian convoys, cafes, cultural events and rallies in support of Palestine, and has played a key role in initiating broad coalitions and local, national and international projects and campaigns.
This lawsuit is part of ongoing attacks coordinated between state agents and Zionist organizations. Al-Awda-NY was a key target of the NYPD's infamous "Demographics Unit" and other COINTELPRO-style repression programs. Al-Awda NY was infiltrated by two undercover NYPD officers, and the NYPD poured extensive resources into its failed attempts to criminalize Al-Awda NY.
This lawsuit also fits into the framework of anti-Palestinian "lawfare" groups working with the Israeli state to abuse the law to target advocates for Palestinian rights, including Boycott, Divestment and Sanctions (BDS) activists and Students for Justice in Palestine. It also comes alongside the ongoing state repression that includes raids, arrests, and persecution targeting Palestinian community activists and leaders in Chicago and elsewhere.
We are determined to resist these attempts to curb our right to be part of the movement for justice in Palestine. Our struggle is an extension of the Palestinian struggle and all social justice struggles. Accordingly, we demand an end to all unconstitutional surveillance practices, and an end to Israeli and U.S. state harassment and infiltration of social justice movements and communities of color.

About the Binational Conference on Border Issues
The U.S./Mexico border is an important reference point for populations living and interacting with one another on both sides of this international boundary. Impacts and perceptions of the border region are the subject of many contemporary research projects, forms of advocacy and activism. The Binational Conference is an effort to explore the impact of the border on populations living both in the U.S. and Mexico. It is to also designed to understand how Fronterizo populations perceive and respond to these impacts from various perspectives. This includes through academic research, art, activism, advocacy and life experiences. The theme of the 4th Conference is "Labor and Immigration Policies: Border perspectives"

Keynote Speakers
Alor Calderon is the director of the San Diego Employee Rights Center (ERC). EHC is the only non-profit program in the San Diego area that provides education and advocacy to all workers about their workplace rights and benefits. Alor Calderón will explore the relationship between the U.S. Immigration Reform and the Mexican Labor Reform. Learn more about the San Diego Employee Rights Center here: ERC.
Cipriana Jurado is co-founder of Defenders of Human Rights at Ciudad Juarez, Mexico, and advocate for women and maquila workers rights. She will discuss femicides, the drug war, maquiladoras, and popular resistance in Juarez, Chihuahua, Mexico. Her paper will emphasize the difficult challenges that civil society confronts in Mexico, especially in the border areas. Her presentation is an important background to frame the meaning of the several reforms that the Mexican government has proposed in the last months. Daniel Solorio is Professor of Human Rights and Constitutional Law for the Autonomous University of Baja California, Mexicali. He was named "Person of the Year 2012" by the magazine Zeta of Tijuana. Prof. Solorio will discuss the Education Reform in Mexico exploring why the Mexican government reforms the education "at the expense" of teachers´ rights. Examples of Prof. Solorio´s academic production are available at the Observatorio Académico Universitario.
Raúl Ramirez Bahena is founder and coordinator of the Northwest Human Rights Citizen Committee (CCHR). Mr. Ramirez Bahena is the former ombudsman and president of the Baja California Human Rights and Protecting Citizen Rights Office. Mr. Ramirez will explore the consequences that immigration policies in the U.S. and Mexico have on migrant workers and their families' human rights. Roberto de la Cruz Jiménez, a Zapotec-speaker who got his degree in Ethno-Linguistics and Sociology from the National Autonomous University of Mexico (UNAM) and CREFAL-UNESCO, is the head of the Middle School Education Department at the Oaxaca Institute of Technical Education. A social sciences middle school teacher from Juchitan, Oaxaca, De la Cruz has been an advisor to the Department of Indigenous Education in Mexico, and coordinator of the Ethno-Linguistic Zapotec Indigenous Education Working Group at the Oaxaca Department of Education. De La Cruz Jimenez has also been a host of the radio program Horizons for Oaxaca Radio Universidad (XEUBJ) as well as Vice President of Education of the National Education Workers Union, Local 22. De la Cruz Jiménez has published several articles about the Zapotec language and literacy education for Zapotec adults. A book of Zapotec short stories will be published soon. De la Cruz Jiménez will discuss how ethnic resistance is fundamental for the Oaxaca teacher movement against the so-called "Education Reform."

Acerca de la Conferencia Binacional en Temas Fronterizos
La Conferencia Binacional explora los impactos de la frontera México/Estados Unidos en las poblaciones que viven e interactúan desde ambos lados de la línea internacional, así como las maneras en que estas comunidades fronterizas perciben y responden a tales impactos. Desde diversas perspectivas, la Conferencia Binacional promueve los múltiples proyectos de investigación, organización y activismo producidos por la frontera. En la Conferencia se presentan avances de investigación, muestras de arte, reportes de colectivos y narraciones de experiencias de vida. La Conferencia Binacional se inició en 2010.
El tema de la 4a. Conferencia es "Políticas laborales y migratorias: perspectivas transfronterizas."
Oradores invitados
Alor Calderon es director del Centro de los Derechos Laborales de los y las Trabajadoras en San Diego (ERC). Este centro es el único programa sin fines de lucro en el área de San Diego que proporciona educación y apoyo a todos los trabajadores sobre sus derechos y beneficios laborales. Alor Calderón analizará las relaciones entre la Reforma Migratoria en Estados Unidos y la Reforma Laboral en México. Cipriana Jurado, cofundadora de la organización Defensoras de Derechos Humanos y activista por los derechos de la mujer y de las trabajadoras de la maquila discutirá la compleja situación de feminicidios, guerra del narco, maquiladoras y resistencia popular en Ciudad Juárez, Chihuahua, México. Su ponencia enfatiza el contexto de descomposición del tejido social que se vive en México, en especial áreas fronterizas. Su presentación constituye un marco de referencia necesario contra el cual se elaboran las reformas estructurales enarboladas por el gobierno federal mexicano. Daniel Solorio es profesor de Derechos Humanos, Derecho Constitucional y Amparo en la Universidad Autónoma de Baja California, Mexicali y nombrado "Personaje del año 2012" por la Revista Zeta de Tijuana. El Prof. Solorio discutirá la Reforma Educativa partiendo de la pregunta: ¿por qué reformar la educación "a costillas" de los derechos de los educadores? Parte de la numerosa producción del Prof. Solorio puede consultarse en el Observatorio Académico Universitario.
Raúl Ramirez Bahena es fundador y coordinador de la Comisión Ciudadana de Derechos Humanos del Noroeste (CCDH), y ex-ombudsman director de la Procuraduría de los Derechos Humanos y Protección Ciudadana del Estado de Baja California. El ex-procurador Ramirez explorará los efectos de las políticas migratorias de Estados Unidos y México en los derechos humanos de los trabajadores migratorios y sus familias. Roberto de la Cruz Jiménez es originario de Juchitán, Oaxaca, hablante de la lengua Zapoteca, y con estudios en sociología y etnolingüística por la Universidad Nacional Autónoma de México y el CREFAL de la UNESCO. El profesor De la Cruz ha sido maestro de ciencias sociales nivel secundaria en Oaxaca, profesor asesor de la Dirección General de Educación Indígena de la Secretaría de Educación Pública, coordinador del Grupo Zapoteco de Etnolingüistas del Departamento de Educación Indígena de Oaxaca, conductor del programa de Horizontes en Radio Universidad XEUBJ en Oaxaca, y secretario docente de la fracción democrática de la Sección 10 del Sindicato Nacional de Trabajadores de la Educación. De la Cruz Jiménez ha publicado textos sobre la lengua zapoteca y la enseñanza y alfabetización del adulto zapoteco y está por publicar un libro de cuentos en lengua zapoteca. Actualmente, el Profesor De la Cruz investiga las expresiones en lengua zapoteca del Istmo de Tehuantepec para un diccionario zapoteco-español y es Jefe de Enseñanza de Secundarias Técnicas del Instituto de Educación Pública de Oaxaca. De la Cruz Jiménez ha participado en múltiples eventos presentando cuentos y ensayos. En la conferencia binacional presentará la ponencia "Resistencia en Oaxaca y todo México: La Reforma Educativa Laboral" en la cual explorará cómo la resistencia étnica es una base fundamental de la fuerza y organización de las y los trabajadores de la educación de Oaxaca.

Kimberly Rivera gave birth to her son Matthew Kaden Rivera in the Naval Hospital on November 25th. Her husband Mario was initially denied access to the birthing room but was ultimately granted permission to attend the delivery. Although the delivery itself went smoothly, this was no ordinary birth– Rivera has been serving a ten month sentence for deserting the US army while deployed in Iraq. She deserted in 2007 because she felt morally unable to take part in the conflict. She was arrested after she was denied refugee protection in Canada in September 2012.
Amnesty International has requested urgent action on her case based on humanitarian reasons because of her pregnancy. Rivera is the mother of four other children, ages 11, 9, 4 and 2. She has been separated from her family in Texas since she began serving her sentence here in San Diego.
When Fort Carson Senior Commander Brigadier General Michael A. Bills rejected her application for clemency on November 27th, Rivera sustained yet another separation–from her newborn son Matthew, who is being cared for now by his father here in San Diego. Military regulations reportedly include no provision for her to breastfeed her baby while she is in prison.
Rivera has less then forty days remaining on her sentence. She is scheduled for release in early January 2014. It is impossible to view Brigadier General Bills' refusal of clemency as anything less than excessively punitive and cruel. He is punishing a newborn infant and four other young children as well as Rivera.
