[SDCPJ] Fwd: 2 articles: One re: summer power needs and San Onofre; the other "The Nun Who Broke Into the Nuclear Sanctum"

1. Front page on today's LA Times.

California heat wave causing sweat over demand for power

Although the nuclear plant at San Onofre is offline, officials are finding ways to keep electricity flowing — for now.

"Now, increasingly, some officials are saying California needs to figure out how to get along without San Onofre."

"Edison spokeswoman Jennifer Manfre said the company expects to submit a restart plan for Unit 2 to theU.S. Nuclear Regulatory Commission by the end of the year. No date has been set for Unit 3."

2. The Nun Who Broke Into the Nuclear Sanctum

"She has been arrested 40 or 50 times for acts of civil disobedience and once served six months in prison. In the Nevada desert, she and other peace activists knelt down to block a truck rumbling across the government's nuclear test site, prompting the authorities to take her into custody.

Today is International Day of the World's Indigenous People

August 9 was first proclaimed International Day of the World's Indigenous People by the United Nations in 1994 to promote and protect the rights of the world's Indigenous population. This day also commemorates the achievements and contributions that Indigenous people make in the world. Today also marks the first time the UN Working Group on Indigenous Populations met in Geneva in 1982.

The focus of this year's International Day is "Indigenous Media, Empowering Indigenous Voices." The theme aims to highlight the importance of Indigenous media in challenging stereotypes, forging Indigenous peoples' identities, communicating with the outside world, and influencing the social and political agenda.

5 things you can do to celebrate International Day of the World's Indigenous People

People around the world are encouraged to participate in observing the day to spread the UN's message on Indigenous Peoples.

1.  Raise Awareness about Endangered Indigenous Languages.

Engage your friends and family and raise awareness about endangered languages by sending an e-postcard with a Native language audio greeting.

2.  Make Your Voice Heard about Indigenous Peoples' Rights.

Demand that Herkales Farm respect the rights of Oroko, Bakossi, and Upper Bayang peoples in Cameroon by stopping oil palm plantations from destroying the rainforests that Indigenous people depend on. Send an email.

3.  Watch a Live Webcast of the International Day Celebration at the UN Headquarters in NY. 2:30pm - 6:00pm EST.

This special event at UN Headquarters in New York on August 9 will feature speakers and videos of Indigenous media organizations. On Twitter, use #UNIndigenousDay for regular updates and for sending questions to panel members in the days leading up to and during the event. Watch it here:

4.  Support Cultural Survival's work with Indigenous Peoples. Make a gift today. Our work is only possible because of people like you, who believe in and support our mission to partner with Indigenous Peoples to defend their lands, languages, and cultures.

[SDCPJ] Fwd: SDVFP GA Demonstrations - please forward - August 16

From Dave Patterson, Vets for Peace

Hi everyone
Last night the San Diego Veterans For Peace approved the start of weekly demonstrations at General Atomics in Poway.  GA makes the Predator Drone.

The goal of this series of demonstrations is to get people thinking about the threat the drones present to American liberties.  The melding of law enforcement with Homeland Security is producing a big brother state that needs to be curtailed.  Already in Congress there are proposed bills designed to at least slow down the ability of a local law enforcement to send a drone to look in our back yards or bedroom windows, streaming the video to people unknown, without our permission.  With these drones surveilling our skies, American privacy is DOA.  Check out the General Atomics website and search on law enforcement. There are news releases about the Predator being used for law enforcement purposes.

We will begin Thursday, August 16, at 4PM.  Scripps Poway Parkway and General Atomics Way.  Please note that almost the entire area is industrial and almost all of the streets are no parking zones.  However, the East side of General Atomics Way, south of Scripps Poway Parkway is not posted, so we should be good there I hope.  Not shown on Google maps is a newly opened cul-de-sac which extends Kirkham way past General Atomics Way to the East.  At the end of the cul-de-sac there are not any no parking signs.
Otherwise we will need to go to a small strip mall 1/2 mile West of the intersection to find parking.

We will be there with some flags and signs designed to get people asking questions, so please join us in this effort.

Please note that the local temperature is expected to be hovering around 100 degrees, so come prepared with plenty of water and big hats.

GA Drone Demonstrations, Poway
Every Thursday 4PM to 6PM, starting August 16

[SDCPJ] Laguna Beach Council votes unanimously to urge state investigation of San Onofre costs

Laguna Beach Council votes unanimously to urge state investigation of San Onofre costs

Posted Aug. 8, 2012, FOE website

LAGUNA BEACH, Calif. – On Tuesday the Laguna Beach City Council unanimously approved a resolution urging a state investigation that could block Southern California Edison from passing on to consumers the costs of repairing the crippled San Onofre nuclear power plant. The vote was 4-0.

San Onofre has been shut down since January, after one of the thousands of tightly packed tubes in the newly replaced steam generators failed and leaked radiation. The generator tubes are showing unprecedented wear and damage less than two years after they were replaced at a cost of $671 million. Technical reports commissioned by Friends of the Earth have estimated the cost of repairing or replacing the faulty generators at $400 million to $800 million, not including the cost of replacement power.

Under state law, Edison can ask the California Public Utilities Commission to allow it to recover its costs through rate increases to its customers. But the Laguna Beach City Council resolution urges the PUC to open an investigation that could end in a ruling that Edison, not its customers, is liable for the costs. Such a ruling could lead Edison to close the plant rather than incur additional costs.

The Laguna Beach resolution, the first adopted by a city in the Edison service area, notes that Edison promised the replacement generators would save ratepayers money, but due to significant flaws in the utility's design changes, no power has been generated since January and that "consumers are likely to be pressed to pay for additional costs incurred by the shutdown." The resolution says a PUC investigation is needed "to determine, in a transparent, public process, which parties are responsible for paying the costs.

[SDCPJ] Does San Onofre fall under the "Lemon Law?!?"

EXCLUSIVE: State could cut purse strings on ailing nuke plant parts

It turns out, there is a kind of lemon law for power plants, and Southern California Edison may be about to get squeezed.

State regulators say they plan to study whether the company should lose its ability to recoup the full $680 million cost for four replacement steam generators, which were installed in recent years at San Onofre Nuclear Generating Station and quickly developed problems that have shut down the plant since January.

[SDCPJ] 51 Years After U.S. Began Chemical War on Vietnam, Be Silent, Then Take Action

51 Years After U.S. Began Chemical War on Vietnam, Be Silent, Then Take Action
Huffington Post
http://www.huffingtonpost.com/marjorie-cohn/51-years-after-us-began-c_b_1745567.html
August 8, 2012

By Jeanne Mirer and Marjorie Cohn

There are images from the U.S. War against Vietnam that have been
indelibly imprinted on the minds of Americans who lived through it.
One is the naked napalm-burned girl running from her village with
flesh hanging off her body. Another is a photo of the piles of bodies
from the My Lai massacre, where U.S. troops executed 504 civilians in
a small village. Then there is the photograph of the silent scream of
a woman student leaning over the body of her dead friend at Kent State
University whose only crime was protesting the bombing of Cambodia in
1970. Finally, there is the memory of decorated members of Vietnam
Veterans Against the War testifying at the Winter Soldier Hearings,
often in tears, to atrocities in which they had participated during
the war.

These pictures are heartbreaking. They expose the horrors of war. The
U.S. War against Vietnam was televised, while images of the wars in
Afghanistan and Iraq have intentionally been hidden from us. But what
was not televised was the relentless ten years (1961-1971) of spraying
millions of gallons of toxic herbicides over vast areas of South
Vietnam. These chemicals exposed almost 5 million people, mostly
civilians, to deadly consequences. The toxic herbicides, most notably
Agent Orange, contained dioxin, one of the most dangerous chemicals
known to man. It has been recognized "by the World Health Organization
as a carcinogen (causes cancer) and by the American Academy of
Medicine as a teratogen (causes birth defects)."

From the beginning of the spraying 51 years ago, until today, millions
of Vietnamese have died from, or been completely incapacitated by,
diseases which the U. S. government recognizes are related to Agent
Orange for purposes of granting compensation to Vietnam Veterans in
the United States. The Vietnamese, who were the intended victims of
this spraying, experienced the most intense, horrible impact on human
health and environmental devastation. Second and third generations of
children, born to parents exposed during the war and in areas of heavy
spraying -- un-remediated "hot spots" of dioxin contamination --
suffer unspeakable deformities that medical authorities attribute to
the dioxin in Agent Orange.

According the Judgment of the International people's tribunal of
conscience in support of the Vietnamese victims of Agent Orange, the
Vietnamese exposed to the chemical suffer from cancer, liver damage,
pulmonary and heart diseases, defects to reproductive capacity, and
skin and nervous disorders. Their children and grandchildren have
severe physical deformities, mental and physical disabilities,
diseases, and shortened life spans. The forests and jungles in large
parts of southern Vietnam were devastated and denuded. Centuries-old
habitat was destroyed, and will not regenerate with the same diversity
for hundreds of years. Animals that inhabited the forests and jungles
are threatened with extinction, disrupting the communities that
depended on them. The rivers and underground water in some areas have
also been contaminated. Erosion and desertification will change the
environment, causing dislocation of crop and animal life.

For the past 51 years, the Vietnamese people have been attempting to
address this legacy of war by trying to get the United States and the
chemical companies to accept responsibility for this ongoing
nightmare. An unsuccessful legal action by Vietnamese victims of Agent
Orange against the chemical companies in U.S. federal court, begun in
2004, has nonetheless spawned a movement to hold the United States
accountable for using such dangerous chemicals on civilian
populations. The movement has resulted in pending legislation HR 2634
- The Victims of Agent Orange Relief Act of 2011, which attempts to
provide medical, rehabilitative and social service compensation to the
Vietnamese victims of Agent Orange, remediation of dioxin-contaminated
"hot spots," and medical services for the children and grandchildren
of U. S. Vietnam veterans and Vietnamese-Americans who have been born
with the same diseases and deformities.

Using weapons of war on civilian populations violates the laws of war,
which recognize the principle of distinction between military and
civilian objects, requiring armies to avoid civilian targets. These
laws of war are enshrined in the Hague Convention and the Nuremberg
principles, and are codified in the Geneva Conventions of 1949 and the
Optional Protocol of 1977, as well as the International Criminal Court
statute. The aerial bombardments of civilian population centers in
World Wars I and II violated the principle of distinction, as did the
detonation of nuclear weapons at Hiroshima and Nagasaki on August 6
and August 9 of 1945. Hundreds of thousands of Japanese people were
killed in an instant, even though Japan was already negotiating the
terms of surrender.

The use of Agent Orange on civilian populations violated the laws of
war and yet no one has been held to account. Taxpayers pick up the tab
of the Agent Orange Compensation fund for the U. S. Veterans at a cost
of 1.52 billion dollars a year. The chemical companies, most
specifically Dow and Monsanto, which profited from the manufacture of
Agent Orange, paid a pittance to settle the veterans' lawsuit to
compensate them, as the unintended victims, for their Agent Orange
related illnesses. But the Vietnamese continue to suffer from these
violations with almost no recognition, as do the offspring of Agent
Orange-exposed U.S. veterans and Vietnamese-Americans.

What is the difference between super powers like the United States
violating the laws of war with impunity and the reports of killing of
Syrian civilians by both sides in the current civil war? Does the
United States have any credibility to demand governments and non-state
actors end the killings of civilians, when through wars and drones and
its refusal to acknowledge responsibility for the use of Agent Orange,
the United States has and is engaging in the very conduct it publicly
deplores?

In 1945, at the founding conference of the United Nations, the
countries of the world determined:

to save succeeding generations from the scourge of war, which twice in
our lifetime has brought untold sorrow to mankind, and

to reaffirm faith in fundamental human rights, in the dignity and
worth of the human person, in the equal rights of men and women and of
nations large and small, and

to establish conditions under which justice and respect for the
obligations arising from treaties and other sources of international
law can be maintained, and

to promote social progress and better standards of life in larger freedom.

If we are to avoid sinking once again into the scourge of war, we must
reaffirm the principles of the Charter and establish conditions under
which countries take actions that promote rather than undermine
justice and respect for our international legal obligations. The
alternative is the law of the jungle, where only might makes right. It
is time that right makes might.

August 10th marks 51 years since the beginning of the spraying of
Agent Orange in Vietnam. In commemoration, the Vietnam Agent Orange
Relief and Responsibility Campaign urges you to observe 51 seconds of
silence at 12 noon, to think about the horrors of wars which have
occurred. We ask you to take action so as not to see future images of
naked children running from napalm, or young soldiers wiping out the
population of an entire village, or other atrocities associated with
war, poverty, and violence around the world. We urge you to take at
least 51 seconds for your action. In the United States, you can sign
an orange post card to the U.S. Congress asking it to pass HR 2634.
This would be a good start to assist the Vietnamese victims of Agent
Orange as well as the next generations of those exposed to these
dangerous chemicals in both Vietnam and the United States.

Jeanne Mirer, a New York attorney, is president of the International
Association of Democratic Lawyers. Marjorie Cohn is a professor at
Thomas Jefferson School of Law and former president of the National
Lawyers Guild. They are both on the board of the Vietnam Agent Orange
Relief and Responsibility Campaign.

[SDCPJ] Fwd: The State of America's Children 2012

The State of America's Children 2012

By Marian Wright Edelman
Common Dreams
August3,2012

http://www.commondreams.org/view/2012/08/03-8

This report is a portrait of where our children are
right now and a tool to spur us to set the vision of
where we need to go to stop the downward mobility of our
children and grandchildren and the diminution of
America's future.Supreme Court Justice Louis Brandeis
once said, "We can have democracy in this country, or we
can have great wealth concentrated in the hands of a
few, but we can't have both." When we look at the state
of our union and the state of America's children in
2012, his words ring very true. It's impossible to deny
that our nation's economy, professed values of equal
opportunity, future, and soul are all in danger right
now.

There are 16.4 million poor children in rich America,
7.4 million living in extreme poverty. A majority of
public school students and more than three out of four
Black and Hispanic children, who will be a majority of
our child population by 2019, are unable to read or
compute at grade level in the fourth or eighth grade and
will be unprepared to succeed in our increasingly
competitive global economy. Nearly eight million
children are uninsured. More children were killed by
guns in 2008-2009 than U.S. military personnel in both
the Iraq and Afghanistan wars to date. A Black boy born
in 2001 has a one in three chance of going to prison in
his lifetime; a Latino boy a one in six chance of the
same fate.

Millions of children are living hopeless, poverty- and
violence-stricken lives in the war zones of our cities;
in the educational deserts of our rural areas; in the
moral deserts of our corrosive culture that saturates
them with violent, materialistic, and individualistic
messages; and in the leadership deserts of our political
and economic life where greed and self interest trump
the common good over and over. Millions of our children
are being left behind without the most basic human
supports they need to survive and thrive when parents
alone cannot provide for them at a time of deep economic
downturn, joblessness, and low wage jobs that place a
ceiling on economic mobility for millions as America's
dream dims. Unemployment, underemployment, and economic
inequality are rife and will worsen if massive cascading
federal, state, and local budget cuts aimed primarily at
the poor and young succeed. Homeless shelters, child
hunger, and child suffering have become normalized in
the richest nation on earth. It's time to reset our
moral compass and redefine how we measure success.

The Children's Defense Fund has just released The State
of America's Children 2012 Handbook. This report is a
portrait of where our children are right now and a tool
to spur us to set the vision of where we need to go to
stop the downward mobility of our children and
grandchildren and the diminution of America's future. It
provides key national information in a range of areas to
help inform and enable anyone who cares about children
to effectively stand up for them. State tables show how
children are faring state by state and how each state
compares to other states in protecting children. For
example, when we looked closely at poor children across
the nation, ten states plus the District of Columbia had
child poverty rates of 25 percent or higher: Mississippi
was the highest at 32.5 percent, followed by D.C., New
Mexico, Alabama, Arkansas, Louisiana, Kentucky, South
Carolina, Texas, Tennessee, and West Virginia. Only New
Hampshire had a child poverty rate of 10 percent or
lower. When it comes to ensuring equal chances for
children everywhere in our country we have a long way to
go. And when we realize that nationwide a child is born
into poverty every 29 seconds it should sound alarms
from coast to coast.

I hope this report will be a piercing siren call that
wakes up our sleeping, impervious and self-consumed
nation to the lurking dangers of epidemic child neglect,
illiteracy, poverty and violence. It's way past time for
those of us who call ourselves child advocates to speak
and stand up and do whatever is required to close the
gaping gulf between word and deed and between what we
know children need and what we do for them. In a year
filled with choices for our communities, states, and
nation -- from our budgets to our leaders -- please
educate yourself and others about the urgent challenges
facing our children and insist our nation make better
investment choices to ensure their and our futures.

A transforming nonviolent movement is needed to create a
just America. It must start in our homes, communities,
parent and civic associations, and faith congregations
across the nation. It will not come from Washington or
state capitols or politicians. Every single person can
and must make a difference if our voiceless, voteless
children are to be prepared to lead America forward. Now
is the time to close our action and courage gaps,
reclaim our nation's ideals of freedom and justice, and
ensure every child the chance to survive and thrive.

[SDCPJ] Hiroshima Day/Film showing tonight Monday, August 6: "Knocking on the Devil's Door: Our Deadly Nuclear Legacy"

Join us tonight at the Peace Resource Center of San Diego for a showing of

"Knocking on the Devil's Door: Our Deadly Nuclear Legacy"

Doors open 6:30 p.m./Film at 7 p.m.
3850 Westgate Place, San Diego, CA 92105
(in the Friends Center--white building with green roof at north end of parking lot)

The nuclear reactor catastrophes at Chernobyl, Three Mile Island, and now at Fukushima, Japan, remind us that a heinous specter continues to hover over the health and security of millions of people around the world. Not only does the threat of nuclear proliferation linger, but every nuclear station sits as a ticking bomb awaiting meltdown and terrorist attack.

Knocking on the Devil's Door, by award-winning director Gary Null, deconstructs the corporate and political rhetoric feeding the media misinformation campaigns to seduce us into believing that low level radiation emitted from nuclear plants is perfectly safe and that our future depends on nuclear energy.

Knocking on the Devil's Door features the world's most vital voices demanding the cessation of nuclear power including Dr. Helen Caldicott, Harvey Wasserman, Vandana Shiva, Michio Kaku, Chris Busby, Greg Palast, Janette Sherman, Karl Grossman, Ernest Sternglass, Aileen Mioko Smith, Kevin Kamp and others.
